According to Ben Ward from Bizarre Creations, the Cat and Mouse mode for Project Gotham Racing 4 for Xbox 360 will be available in the next game update, which should be available in a few weeks.
The mode was supposed to be release with the PGR4 tournaments that released on the 15th, but apparently wasn't ready yet.
